Performance Objective.  monitor, measure, and evaluate the performance and effectiveness of risk controls.
General Design Expectations 
        (1)  monitor systems and operations to:
                     (a) Identify new hazards,
                     (b) Measure the effectiveness of safety risk controls,
                     (c) Ensure compliance with regulatory requirements , 
                     (d) Ensure the SA function is based upon a comprehensive system.
         (2) collect the data necessary to demonstrate the effectiveness of its:
                    (a) Operational processes, and
                    (b) The SMS
